Though, tragantes in the Rob Louis Dictionary for Engineers translates tragante as flue, breeching, smokejack, air shaft, throat, charging opening, sump, catch basin, I would translate it as "manholes", considering the context, of course.

This has lots of possible meanings, but drains seems the most likely in the context.
Note from asker:
It makes sense! What made me question the term was that it says "trangantes" instead of "tragantes" and I want to make sure it's not a typo.
