When a strange man tries to meet a girl and wants to get to know her, and the girl is not interested. He scares the girl with his advances, so she tells him "you're creepy!". It means he is disgusting and ugly and moving into her personal space, maybe he is asking indiscrete questions or suggesting sexual things that make the girl very uncomfortable. A synonym might be "slimy". Often, creepy men are too stupid or irrespectful or socially inept to realize they are acting this way towards women.

Tu es flippant
The note is quite correct, creepy means scary and was taken from the kids language. "Flippant" renders this feeling of being scary and fits perfectly to that context.
