What if I'm in another country and using the same laptop to change my details? It's the same device but the location is different. Usually these type of messages are for security reasons, they want to make sure it is the same person who did that.

ОК, if this is about Twitter, the system which counts words "device" and "ip-address" 'confusing', as well as messages longer than 140 symbols - hard to get - I'm sorry, I wash my hands. I never use the Twitter ))

But again, speaking on serious systems, a "location" normally means a geo (spatial) location and this is no good to let such ambiguous meanings in the terminology.

In any case in "another location" or at another IP-address is used some device with user interface - PC, Mac, smartphone etc.

They could also mean an IP address, since an IP address can be a confusing term for the user they just say 'a location'. They can tell what type of browser or operating system too, so kinda difficult to say what they actually meant by that.
