The terms are interchangable, and I quoted the UK government reference for UK usage.

Discussion
As for licence vs concession, I'm not sure they are interchangeable here as to my mind concession contracts (we want you to do it) and licences (we permit you to do it) are different things. But I'm no legal expert.
