Zunächst ist jedoch zu klären, was man unter Lerneffekten oder Learning-by-Doing
(ich verwende beides synonym) versteht. Ganz allgemein bedeutet dies, dass Individuen
oder Unternehmen durch die häufige Ausubüng einer Handlung, wie zum Beispiel eines
Produktionsvorgangs, Erfahrung gewinnen und dadurch besser werden. Bei Unternehmen
bedeutet ”besser“ ganz konkret, dass der Produktionsprozess für eine Einheit billiger
wird, also die Kosten sinken. Auf die erneuerbaren Energien, und hier speziell auf den
Windenergiesektor übertragen, heißt dies, dass die Kilowattstunde Windstrom oder die
einzelne Windenergieanlage mit zunehmender Produktionsmenge billiger werden sollte.
