I don't understand this, as I didn't think you could have an 'oily solute', and, even if that is what is meant, I imagine that there might be a better way of translating it.
Context:
‘Cependant, la voie intra-musculaire impose soit des injections de solute huileux, inacceptables pour un traitement de longue durée….’
(This is, again, about androgen therapy).

oil-based solution

While I don't exactly understand the source text, it seems to be about problems with intramuscular injections of oil-based preparations (quite a painful experience for the patient).

Part of this paper is about gels, but this part is, in fact, about injections, so I don't think 'ointment' would work. Thanks for the reference - that could be useful.
