...would be the way I'd interpret it, though this certainly is not my specialism.
Clearly, the second one would seem to be later in the process, where the take-off (tapping point, etc.) has been machined to final dimensions AND drilled (more likely just pierced) right through
All this simply based on general engineering knowledge, NOT nuclear!
