Seems to me like a typical case of overwriting in the Russian, so "взять на вооружение требования" means no more than "to demand," so it could be as simply as "is demanding." If the context (you didn't give much) suggests that a special point should be made about their now doing this, whereas previously they were doing something less, then options would be:
