The construction of the research tools was based of evaluation of international competence descriptions and nursing competence studies. Firstly, the EU Tuning competence criteria (2009), Nursing and Midwifery Council Educational Standards for pre-registration nursing education in UK (2010), the results of the study conducted by National Council of State Boards of Nursing comparing US and European competence outcomes (2010) and EU Tuning Process results in Europe (2011) were critically reviewed by the Finnish experts. Of these the EU Tuning competencies (2009 & 2011) and the US and EU Tuning competence outcome comparison (2010) were chosen.
