(not allowed) to be employed/ to work as teachers
On the simpler side, but it may fit in the context:
A list of individuals who are not allowed to be employed (to work) as teachers...

--------------------------------------------------
If it is a broader context, including administrators in education, coaches, tutors of various kinds, advisors, etc, then a word with a more general meaning may be more appropriate:
... who are not allowed to be employed (to work) as EDUCATORS...<b/>
--------------------------------------------------

Well, since I have some supporters of my translation, but the translation itself is actually not quite to the point, as Victoria noted, because the Asker is really interested in the second usage of the phrase "педагогическая деятельность", to be more exact "особенности занятия педагогической деятельностью", I can offer the following translation of the 2nd usage:
characteristics of teaching (OR: educational work - if the context is broader and includes not only teachers, but all educators generally)
As a native speaker of Russian, I should note though, that the source phrase is very vague and ambiguous, that's why translating it properly is a problem. This phrase can include many aspects: scope of activities, characteristics of teaching, maybe even requirements for this kind of job, and what not.

Now I am confused whether the question was about the first or the second part of the sentence. Anyway, I am glad my suggestion helped in some way.

Comment: "Elena, whether intentional or not, I do think your suggestion fits the second half best. My final translation was, "The following is a list of those not allowed to be employed in the field of education, particularly as teachers." There are indeed many many positions in the field of education that are not specifically teachers."

I should say the translation is teaching practice, i guess.

: Despite your claim of being a native speaker of English, this usage is screamingly, almost offensively non-native. Who do you think you are kidding here?

OK, here is my version. Since "особенности" is very vague, it's hard to choose which option would be best in this context.
