Just a difference of opinion in what the end statement is regarding Helena's suggestion. I don't think the phrase is about a plan (the overall statement is a plan in itself) but the description of this specific aspect of the plan, i.e. mini-turbines in the river "with a back-up support system provided by photo-voltaic solar power " which is somewhat different in meaning from "plans to back up the system with solar photo-voltaic (PV) energy".
