Ho trovato "government borrowing" tradotto con "prestito di stato".
Ma non so come inserire il "domestic", non ho infatti trovato riscontri con "prestito di stato domestico/nazionale/interno" o simili (e mi sembra anche ridondante onestamente, ma non sono espertissima in materia).
