non-arm's length loans

: This understanding of “связ. кредит.”has more to do with the principle of “conditionality,” which is perfectly fine in case of IMF loans, for inst., or in the context of the link I discuss in the PPSS note to my answer, BUT (see my disc. post for more)...

Related Party Lending

And more specifically, there was inadequate follow-up on non-performing loans and on related parties' lending (this refers to credit given to firms owned directly or indirectly by bank shareholders, directors and managers and/or to persons related to them).

Insider Loans
Regulation O (12 CFR 215) Extensions of Credit to Insiders and Transactions with Affiliates applies to banks that are members of the Federal Reserve System. It covers, among other types of insider loans, extensions of credit by a member bank to an executive officer, director, or principal shareholder of: the member bank; a bank holding company of which the member bank is a subsidiary; and any other subsidiary of that bank holding company.

Insider Lending
When a bank makes a loan to one or more of its own officers or directors. Many countries, including the U.S., require that the provisions of these loans match those of comparable bank customers. This is done to ensure fairness and limit the access to bank funds by insiders.

(b) Connected lending. This means a situation where the bank lends money to companies owned (totally or partly) by the banker or by the bank. Since ownership, especially in the case of bankers, is frequently indirect (i.e., through other subsidiaries or through decision making relationship), the concept of connection is used rather than ownership, because of its wider connotation.
In fact, when illiquidity approaches and the banker feels the end may be near, he may feel the temptation to divert money out of the bank. The most typical channel is self-lending, i.e. lending to companies that are owned by or connected with the banker.

Related Lending
Rafael La Porta
In many countries, banks lend to related parties, e.g., to firms controlled by the bank’s owners. Related lending refers to lending by banks to persons who control or own the bank and/or to firms controlled, or owned by the same persons who control or own the bank.

1. "related lending" 53,000
2. "insider lending" 20,100
3. "connected lending" 15,300
4. "related party lending" 9,510

MEASURING AND CONTROLLING LARGE CREDIT EXPOSURES
Basle Committee on Banking Supervision
In this paper the term "related" refers to relationships between borrowers. The term "connected", which is sometimes used with the same meaning, is used here to refer to counterparties connected in some way to the lending bank or its officers.
21. Special attention needs to be paid to loans to "connected" counterparties (i.e. those connected to the lending bank). In small banks, in particular, loans to directors and other insiders can be a significant part of the loan-book. Other forms of "connected" exposure are loans to affiliates or sister companies and loans to shareholders or owners.

Discussion
Bottom line: Rachel’s translation is correct in general, but not in this particular case (the author of the source is to blame).
Или, например, insiders and affiliates lending.

tied loan
a loan made by one organization to another with the condition that the money should be spent on particular things
(Definition of tied loan noun from the Cambridge Business English Dictionary © Cambridge University Press)
http://dictionary.cambridge.org/dictionary/business-english/...
