Suggested answer (I cannot post) I would express it using a verbal construction.

"... for the importation of goods and services which are to be resold as they are...".

You might even use "... to be sold on" or quite simply "sold".

Glossaries There are lots of glossary entries for "en l'état". A number of them will give you the right meaning. It does essentially mean "as is", "in its current condition" etc.

Note the mistake in the first sentence : "... le règlement financier... pet ... s'effectuer..." (and not "peuVENT").

I thought it was something along the lines of "as is resale" but I'm not sure that's the correct term.

This is a standard term for this context. A verbatim Google search returns nearly 650K hits from multiple countries. "As is" is used for automobiles and such, but it is not the most common term for this particular context.
