"Erschließung" can be a very difficult word to translate into English, meaning (inter alia) access, opening-up for development or, in this case, provision of infrastructure. I try to avoid using "infrastructure" however, to avoid confusion with the somewhat looser use of "Infrastruktur" in German, which often refers to local amenities (shopping, restaurants...) as well as the usual "roads and services" covered by the English word.

: Any chance of quoting chapter & verse? Provision of roads suggests to me UK-type adoption of private roads.//I tried g/hits before commenting and could not find a single direct hit - plus quaere prov. of *public* roads as part of the scheme.

About 160,000 Google hits (incidentally the only reason I use Google now - otherwise Startpage or DuckDuckgo) and another 57,000-odd for "providing roads and services" - a quick sample of the first couple of pages indicates that most are relevant.

Hook-up is used not only in the energy sector for pipeline etc. hook-up.
PS it's not profound legal practice - which suggests a deep-pockets law firm - but sound practical legal exprience.
