I think they are trying to say "Remove the power plug that runs to the modems or line driver modules". If this is the case and they are talking about unplugging, you could say "desenchufar". Otherwise, either quitar or sacar would work for simply removing.

Quitar - remove
Sacar de - take out, remove
Either will workin this case but I would use "sacar el ... de ..."
