I don't think there would be an exact equivalent. I would do a patch up job and use a descriptive title such as

Diploma in community management
Diploma in social service management

Hopefully this would describe in a nutshell what the work involved.

The choice between using "community" or "social service" would depend on how close the management is aligned to our actual "Social Services" systems, or whether it is to be more loosely aligned with the community in general.
