Just to clarify, a powder room is basically the ladies' toilet, but it usually also has an area with mirrors and seats so that ladies can check their make up, comb their hair etc. 'Powder room' would be used instead of 'ladies' toilet' in places where there is an attempt to create an elegant, glamorous atmosphere - like hotels, cruise ships, high-class yachts etc.
