beaconing cable / cordoning chain

There is no mention of lighting in the short text and the fact that there is a "Do not pass" sign hanging from the "cadena" it makes me believe that it is literally a chain for cordoning - beaconing cable is if it does indeed include lights (as the asker you will probably know from further context in your document).

Compare the web refs. for Abengoa one in English (beaconing cable), one in Spanish (cable de balizamiento), in the news article about Ibiza airport, approx. 2/3 of the way down the page

detour lights

Or, possibly: "strings of detour lights."

It sounds like the reference is to a string of arrow-shaped blinking lights directing traffic away from a particular area (i.e., given the accompanying signs reading "prohibido el paso"). It would seem that "detour lights" could be used to translate both of the posted phrases.
