serraglie di comunicazione

now, "comunicazione" are the crossovers, and I know that "serraglie" in Italian are : La lunghezza delle rotaie impiegate può essere di 12, 18, 24, 36, e 48 m. Parti di rotaia con lunghezza diverse vengono dette serraglie.

..."le serraglie di comunicazione, non inquadrate nel sistema assoluto dei punti fissi, andranno rilevate in relativo con i carrelli di misura e/o con i sistemi di misura delle macchine operatrici...."

but in English I have never encountered this term.

Possibly it is some way of blocking the position of the points when the tamping machines are moving through. Have you thought about 'rail clamps'? These are used during track laying operations to hold the position of the points against the stock rail. This is before any remote control of the points is available

sorry, you're right, the context is ballast tamping machines, and this bit is about surveying/re-positioning of crossovers.

Can you give us some more context. Not really sure why macchine operatirci are mentioned. It may be about maintenance trolleys....

just to add, treccani defines serraglia as:
Spezzone di rotaia, provvisorio o definitivo, che s’interpone tra rotaie di nuova posa e vecchie rotaie per realizzarne il collegamento
