Ich verstehe den Satz - den einzigen englischsprachigen Satz in einem franz. Text (schon wieder), hätte aber gerne eine Erklärung zur Grammatik. Hier der Satz:
We let all testing organizations to test the new XXX (Produktname).
Was mich "stört" oder Fragezeichen in meinen grauen Zellen erzeugt, ist dieses we let ... to + Infinitiv
Ich habe, wenn auch vor Tausenden von Jahren, gelernt: I let him do sth.
Vielleicht können sich englische Muttersprachler das mal ansehen, ich möchte nicht dumm sterben :)

As you say, "let ... to" is simply wrong - it's just "let".
The writer may have started out by saying "We allow all testing organizations to ... " or "We permit all testing organizations to ..." (in which case the "to" would have been required), and then changed his mind.

(Damit mal eine Übersetzung kommt.) :)
The only way (I can think of at the moment) the verb 'let' can have an infinitive with 'to' would be if it is used in the sense of rent, e.g. "They let the apartment (in order) to earn some income."
