Stando a quel che mi pare di capire Tiberio disponeva di un corpo di 'polizia' che teneva una sorta di archivio (se cosi lo vogliamo chiamare) di ogni persona che minacciava - per davvero o in maniera immaginaria - l'imperatore.

Considerando il breve contesto che hai riposrtato e lo stile informale con cui è scritto, io renderei il punto in questione in modo molto colloquiale e diretto:
"Si può dire che fosse versione antica di Stalin. Aveva persino un corpo di polizia segreto (...)"
