Tárgyévi emelés means the increase/raise of the amount of pension in the relevant year (that is, the annual increase/raise of this amount)

: Annual means something that is repeated. Tárgyév means the current year, so it means the raise for the current year, but it does not necessarily mean it is or will be the same every year.
