might equally be GRANTS - surely it all depends on how "XXXX " is worded? I don't really think RULES works for a gaming licence, unless it was a Court of law that granted it

Maybe ....the story of the accents isn't correct which it quite possibly isn't, I showed this to my other half who is French, his answer was that, it would seem that the subject is missing, you should imagine that it is written [le conseil général] (or whatever) decide. I would go with adopts.

'resolves' seems appropriate in this context, but depending on what is actually 'decided', it could be 'determines', 'adopts', etc...
