I suspect it is a safe bet that surface here can be replaced by superficie, with quite different Google results, i.e. relating to land held to allow for future expansion. This appears to be particularly the case in Switzerland. Is that the origin of your document?

It might be what in "hexagonal" French is referred to as maîtrise foncière. This involves entering into agreements with neighbouring landowners whereby they agree to sell you their land, within a defined period and on the basis of some form of price indexing, if and when you wish to acquire it. In the mean time you pay a form of "rent" or a "retainer" to keep the option open.

It turns out the document is Swiss in origin. Also, the context sentence shown above is from a letter the client received from the solicitor. In that letter, the solicitor is referring to a letter from the government authority that has requested they "préciser à quelles fins (surface de réserve, location en faveur de tiers ou autre) sera destinés la partie du bâtiment qui ne servira apparemment pas à l'exercice de l'entreprise". Now, there the term in question is unclear. But since the solicitor's letter seems to refer to the general matter of 'area apparently not allocated business use' using the term, that tends to make me think it is the 'set aside' meaning. Of course, it may be that the solicitor knows that all the area is question is in fact to be used for storage, but that seems less likely."

Impossible to be sure without more context, but as the text refers to issues of superficie, i'm wondering if this isn't perhaps about how much area is being devoted to the 'stock room'? (trying to cheat, perhaps?!)
Of course, depending on what is stored in it, it might be 'stock room', 'store roome', or just plain 'stores'.
