A mondatot valóban kissé zavarosan fogalmazták meg, "A törékeny államhatalmi berendezkedés és a politikai rendszerben rejlő kockázatok csökkentése már a csatlakozás előtt be kell, hogy következzen." A csatlakozás előfeltételeként mit is kell csökkenteni? Nyilván nem a törékeny államhatalmi berendezkedést és a politikai rendszerben rejlő kockázatokat, hanem (szerintem) az e kettőben - törékeny államhatalomban és politikai rendszerben - rejlő kockázatokat.
A kérdéses kifejezés - államhatalmi berendezkedés - ebben a szövegkörnyezetben szerintem state structure of the nation, a mondat bonyolultsága miatt viszont inkább röviden state structure. A "nation with ‘fragile’ state structure" hosszadalmasabb fordulatra is találni gyakorlati példát a közelmúltból, ld.:

"Napolitano refused to comment on the home minister’s remarks in which he also said Pakistan was an ‘increasingly radicalised’ nation with ‘fragile’ state structure."

Az adott mondatban azonban én leegyszerűsíteném, és valahogy így adnám vissza angolul:
"The mitigation of risks inherent in the fragile state structure and in the political system is imperative prior to accession."

Az is elképzelhető, hogy kifelejtettek egy szót: "A törékeny államhatalmi berendezkedés ERŐSÍTÉSE ..." - ez esetben a kockázatok csak a politikai rendszerre vonatkoznak, és a csökkentés ezekre ÉS az államhatalmi berendezkedés törékenységére. Tehát a csatlakozás előtt ezeknek kell bekövetkezniük: "reinforcement of the fragile state structure and mitigation of the risks..."
