Unfortunately, these very items will become very important items for EV because when EV starts to replace existing vehicles, it will become very demanding as to how to maintain a charged electric battery. In order to make it sustainable, the vehicle to vehicle, vehicle to station communication or internet become important to manage the charge of the battery. Otherwise, driving additional miles or circling in parking lots for space will drain out the battery faster than expected. Therefore, on-car communication will become heavily relied on.

"Billing" can only be translated into 计费,but since it does not exclude 缴费, it should be retained, as the original author probably wished. What makes things sound awkward is the word order slightly emburdened by the word "process."
