Danke dann ist ja alles soweit richtig - bis auf den deutschen Text, denn streng genommen bezieht sich "in konzertierter Aktion zu beschaffen" auf "die Art und den Bedarf an Pilotanlagen", weil hier ein "diese" fehlt, was du und gangels ja automatisch korrigiert habt ;-)

Das wäre: Wir empfehlen die Gründung einer Strategiegruppe aus dem Kreis der Akteure (Forschung und Industrie), besonders um verbindliche Entscheidungen zur Priorität von Entwicklungen hinsichtlich der Ziel- oder Leitprodukte zu treffen sowie die Art und den Bedarf an Pilotanlagen zu ermitteln und in konzertierter Aktion zu beschaffen.

@David Bernd is right. Only the whole sentence and a bit of context concerning the companies/people involved will make sure we get this right. The sentence is strange because there is nothing between "und" and "in" (there should be a "sie/diese") which makes it sound as if they are not talking about procuring the plants but something else, namely "die Art und den Bedarf".
