Totusi, in sensul termenului pentru care s-a solicitat traducerea, "Mayor and Burgess" este mai degraba un titlu prin care este desemnata autoritatea publica locala (care include primarul dar si consiliul) a unui sector (borough) al Londrei. Titlul respectiv vine sa redea specificul autonomiei locale in Marea Britanie, prin a accentua ca o comunitate locala nu este condusa doar de primar, ci impreuna cu cetatenii. Astfel "Mayor & Burgesses" (burgess este adesea folosit la plural) reprezinta un tot intreg. Vedeti explicatia de mai jos:

Respectiv, o traducere care reda sensul exact ar fi "Autoritatea publica locala a sectorului Tower Hamlets al Londrei".

Sensul respectiv este confirmat si prin faptul ca exista foarte multe cazuri examinate in instatele de judecata contra acestor autoritati locale (dati un search pe google pentru "Mayor & Burgesses"). Daca citim minutes ale sedintelor de judecata vedem ca "Mayor & Burgess" se refera la o institutie.

Daca se tot insista pe separarea termenilor, se poate reda si ca "Primarul/Primaria si Consiliul (Cetatenesc)" dar nu cred ca acesta ar reda intocmai sensul initial.

Sub aspect istoric, 'burgess' a fost folosit pentru reprezentantii unor localitati in Parlamentul englez, dar nu se mai utilizeaza in zilele noastre.
