Depending on the context, the phrase 如期交付驗收 can also be in the subjunctive form - i.e. sample question could be, what would you expect from this supplier? customer's response: 如期交付驗收 = that XXX delivers, inspect and pay (交付 could be simply handling over, but could be payment as well?) as per schedule.

收 is the main word here. While it literally means "receive," the word functions as a message and acknowledgement to the parties primarily concerned with the delivery.
