@ccinnyc As the equivalent exists in various other countries perhaps the only solution in this case is to expect the readers of this translation to understand that such (substitute Member of Parliament) is indeed the title of this gentleman's occupation in his own country.

US equivalent? The closest US equivalents would be "temporary congressman" or "temporary senator" – but "Député Suppliant" is neither!

Not the US equivalent, but the Canadian equivalent. Search for "Hannibalsson" in the posted references.
