The PCBs in electronics need a GND signal in addition to voltage signals like +5V or +3.5V (you see these markings but not 0V). The casing of electronics equipment is normally grounded to prevent electric shock and this ground is also frequently used as the reference point for signal ground.

In practice「アース」(Japanized English) seems to be used more commonly than「接地」.

I guess the socket is three-pin socket and one of them is for earth.So there might be some instrumentation between the socket and the ground.This instrumentation(means) may be translated as "設備”or"器具".
