You have to do something extreme to be excommunicated, I believe, punishment was or self-flagelation ( corporal mortification ) or some other types of less serious penance performance. Then, it is hard to believe that one person can punish many sinners a day. He, as their Father, was TELLING them what their duties were and what their punishment was.
