on terms には、〜の条件でという意味があり、又、他の者・物との相互関係を示す言葉でもあるので、歩行者中心のと訳しました。写真を見て、自転車より歩行者が多ければこの可能性が大きくなりますが、どうですか？日本で言う歩行者天国とまでは行かないのかもしれませんが。
全体では、「歩行者が忙しく行き交う大通り」、「歩行者で溢れた忙しい大通り」、あるいは「せわしない人通り」ぐらいでいかがでしょう？

Basically "pedestrian" has two meanings - 歩行者 and 平凡. I think a slight play on words was intended; i.e., "the street is full of pedestrians, but it's business as usual". Or something like that. It's really not very good English if you ask me. This is the sort of thing a sub-editor puts in at the last minute to fill a bit of space. Don't sweat over it!

｢視点で見た」は「視線で見た」、｢目線で見た」などもありえると思います。いっそのこと「歩行者の目線でとらえた大通りの賑わい」といったタイトル（翻訳としては少し飛躍ですが）はいかがでしょう。
