The fourth phase in the generic project life cycle covers completion of the project to the satisfaction of the sponsor. It includes management of the introduction of the product or service being delivered by the project. During Hand-Over, project records together with an audit trail documentation are completed and delivered to the sponsor. This documentation will be required at the post project evaluation review. All documentation should include any operations and maintenance plans. \"Protocol\" is a word that makes a document, a report, a statement official. If anything should happen this holds legal value.

certificate of practical completion (of the works)

The handover stage of a building is when it has reached practical completion. It is inspected by the architect and possession is returned to the building owner, the client. Handover and the issue of the certificate of practical completion start the defects liability period (this is why you often see the words "con reserva" or "sin reserva" after acta de recepción de la obra - there may or may not be defects that have to be put right before the issue of the final certificate). With practical completion, the building does not have to be perfect, only reasonably fit for occupation.
