Denise, could you please quote... the paragraph(s) where the term appears because I think you'll need to use a phrase rather than a specific term, and it would be best to adapt the phrase to the text in each case. Water levels in rivers vary with changing meteorological conditions and seasons, and so you'd probably be referring to the state of the river at a specific moment in time.

Examples of possible translations for different contexts:

Ancho a banca llena del cauce - Width of the riverbed when completely full/full up to the top of the banks

Caudal a banca llena - flow when the water is at/up to riverbank level

At full crest

If referring to a river or similar body of flowing water. Brim OK for standing liquid= cup, well, revervoir perhaps a lake.
Another alternative is at its peak.
Example sentence:

The river had dropped about two inches in Larned after running at full crest for about eight hours, the police said. The front of the crest was approaching...
