Always done it this way;
I'm not convinced that there is an actual term for lit., though if it were to occur mid-text, I would refer to it as Para. here (depends on context; you might get Art. 1 Sec. 1 Subsec. 1 Para. 1 b, and then you have to be a little imaginative!)

lit stands for "litera" (latin) / letter

Kommentar 'Z' means 'Ziffer', and 'lit' means 'letter'. Said article probably contains some list, like:

Art. 8. The provisions of blah apply to
(1) cases of foo involving
(a) buzz,
(b) blubb, and
(c) blurp, as well as
(2) cases of bar including but not limited to
(a) spam, and
(b) eggs.

Dunno how this is written in English legalese.
