WA stands for Washington state USUALLY WA does not have a state income tax, but it does have a sales tax. It is also a very active maritime state. So I imagine that if you buy something in WA but are not a resident of the state you can recover any sales taxes you paid when you depart. Just as you can apply for VAT rebate when you leave Europe with something you purchased there if you are not a resident.
