normalerweise würde man hier "Mandatierung", nicht "Mandat-is-ierung" erwarten

mandate is implemented or action is mandated mandate as a noun meaning "Verfügung" or even "Auftrag" ?! but I can't be sure. In the sense of an action: something being implemented (becoming effective) / being assigned. If you know what action (X) this "Mandatisierung relates to, maybe you could word it as X is mandated immediately.
