: "Segundo Grau" no doubt refers to the court of appeals (or equivalent in asker's target country), but 'PPS' is surely incorrect in this context. Ministério Público refers here to what is now called ''fiscal judicial' in Chile.//Pse see discussion box.

Thanks for the feedback, mediamatrix. But if the asker is referring to the Brazilian legal system, my answer is correct in this context. By the way, what does the Chilean legal system has to do with this question? I couldn't grasp that.

: in Brazil, the functions of the "Ministério Público" are analogous to (and extend a bit further than) those of a "State's Attorney" department at common law. Not sure how far that differs from the Fiscalía Judicial, though...

Discussion
There is no reason to suppose that adoption proceedings (Asker's question here) will involve the PPS, but the opinion of a fiscal judicial almost certainly will be required because adoption implies public order issues.
The juxtaposition of "Second Instance" with "PPS" seems very incongruent, since the PPS is (necessarily) active at all levels of the legal system; a fiscal judicial, on the other hand, is usually attached to one specific court.
