About the recent G8 in Italy:

The G8 must also take steps to broaden the tax base by improving the integrity of the tax system and undertaking progressive tax reform, while putting an end to tax havens.

The G8 must undertake:
- a progressive reform of the tax system, or
- a reform of the progressive tax?

The G8 must take both:

They should take a progressive reform of the tax system AND a reform of the progressive tax. To rephrase it,

The G8 must also take steps to widen the tax base by improving the perfectness or without flaws of the tax system and perform an improved (advanced) tax change, while putting an end to tax havens such as offshore accounts and secret bank accounts in Switzerland.

tax reform in which those with higher income pay a greater percentage of taxes

This is why sales tax which is a given percentage for everyone is considered the opposite, a regressive tax, since it does not take into consideration the differences in income.

When there are different tax brackets, be these 15%, 28%, 35%, etc., they are usually tied to net income, and thus this type of system is considered progressive. The more you make the higher your tax bracket for that amount of income.
