I suspect these "radiations" are when they are doctoring up the umployment statistics by taking people's names off the list on a technicality (after a certain age, you are considered unlikely ever to find another job and not classed as unemployed, for example).
The other part refers to the fact that you have to "sign in" every so often to say you are still looking for a job or you automatically forfeit your rights after a certain number of defections
