"renvoi" can have two meanings; if they meant that the contractors are supposed to send their as-built files, it should read "envoi DOE"; that's why I think that in this context, the meaning of "renvoi" is the other one: refer to, se reporter à

Comment: "Thanks, Swanda. I too thought renvoi had the meaning "refer to" rather than "return" in this sense, it was the DOE I had no idea of...these abbreviations!... and googling it didn't help.
