I'm translating a quality audit report for a compnay who manufactures boilers and I am unsure about 'substitution' in this context:

Gestion des stockages hors site ou de substitution?

Moyens de manutention adaptés aux produits et à la sécurité du personnel ?
Y compris les moyens de substitution (ponts roulants, élévateurs)

Is this replacing the products or moving it?
