Directed Tier 2 suppliers

Supply base
"With the current state of the supply base and the many consolidation/resourcing activites that occur as a result,we would like to know if you are in one or more of the following situations:
o Bailed Tier 1 suppliers shipping to you, or
o Directed Tier 2 suppliers shipping you, or
o Involvement in a Triangular Sourcing Agreement (Multi-Party Agreement - MPA) "

Still, because this was its first time working with Intier on a project of this scope, GM imposed two conditions for the CTS business. First, GM would be actively involved in "shadowing" Intier engineers, and Intier would also have to work with "directed" Tier 2 suppliers that GM preferred for quality and/or cost considerations.

Actually, if you read the memo from Bo Andersen (head of GM Purchasing) on GM Supply Power, the offer is only open to “directed buy” tier 2 suppliers. In other words, GM is only helping those suppliers it wanted to protect in the first place - possibly minority suppliers, or suppliers with close contacts to those at GM. From experience, I can tell you that when GM directs you to use a certain supplier the usual outcome is that the tier 1 supplier ends up spending extra money chasing quality/supply issues and has very little power to have the directed tier 2 supplier live up to the normal quality expectations set out by the tier 1 because GM holds all the power. Whenever there is a cost up in raw material, the directed buy is the first guy in the door asking for a new increased PO from the tier 1, but GM refuses to honor an increase on the tier 1 PO. You know the outcome. The 2% profit margin GM allows on “directed buys” is gone pretty fast and you only have grief and PRR (quality) risk left to show for the relationship.
Late last week, General Motors quietly announced a program that will pay its Tier 2 suppliers directly, rather than forcing them to wait up to 60 days for payment from Tier 1 suppliers - a common practice in the industry. GM’s move is unique in that it will help Tier 2 suppliers, also known as subsuppliers, stay afloat even as orders are down dramatically compared to levels just months ago.
