Est-ce que ça voudrait dire "à la date du" ?

Maybe It's possible because I found other typing mistakes in the text but I don't know for sure.

Could it be a typing mistake?! I have some doubt concerning this expression, I would think it is "at presence of" rather than "at present of..." unless it is a very rare and special use
