This is in a child custody-related pleading, where the husband is trying to show how the wife is making no effort at all to see her children. He's amazed she won't simply vist them -
"Das einzige, was aber wirklich helfen würde, sich zum Beispiel ins Flugzeug zu setzten und die Kinder zu besuchen... macht sie nicht. Was geht da in der Antragstellerin wohl vor?"

To me he's probably just saying "what the heck is wrong with her? what the heck is she thinking?" something like that... It's just an expression I guess I'm not familiar with.
