This is a document talking about military personnel that cannot be moved out of the country. These are mentioned along with kitchen workers! I assume it is some sort of computer-based worker, but I was curious if anyone thought it was something more along the lines of an imaging specialist, and how to translate that. 'Screen-based worker' seems awkward. Any info would be great. Thanks!

The Fr use the term 'écran' to designate the PC itself. You often see signs in offices with "éteignez votre écran en partant". It means turn the computer off, not just the monitor. Nothing to do with working with images IMO.
