What I understand is that for this specific project, "an incubator company" is necessary.
I would say something like:
The fundamental role of (a company) as ##an incubator company## for this project was highlighted/emphasized by Mr XXX.
I may be wrong but that is what I understood.
Maybe a little more context would help.
