Neilmac is right; "their" might turn out to be ambiguous:
"In the case of industry, service, and agriculture and livestock, the parameter to be considered shall be the assets, due to the special characteristics of those sectors."
Or,
"Due to their special characteristics, in the case of industry, service, and agriculture and livestock, the parameter to be considered shall be the assets."
Or then again,
"In the case of industry, service, and agriculture and livestock, due to their special characteristics, the parameter to be considered shall be the assets."
